We are recruiting for a Proposal Manager to work in support of a growing SDVOSB federal government contracting firm. Qualified candidates must have federal business development experience and the ability to manage activities across the full proposal lifecycle and create compliant, comprehensive, compelling, and clearly written proposals This position requires excellent writing, research, evaluation, and analysis skills. Qualified candidates at all experience levels will be considered. This is a great opportunity for someone with proposal lead experience looking for a growth opportunity to learn with a dynamic team.
Location Note: This position will allow telework from a U.S. based location. Occasional travel may be requested in the future, based on project/program needs.
Duties and responsibilities:
Develops proposal sections that clearly articulate the team’s overall solution and strategy, approach to performing the work, win themes, and discriminators.
Ensures all timelines are met, all questions asked, and all proposal response documents delivered on-time.
Works with SMEs to gather content and incorporates into proposal responses.
Applies interpersonal and interviewing skills to gather needed information to support writing activities.
Researches and collaborates on the most effective way to present proposed approaches and solutions.
Writes clear, persuasive, and articulate proposal sections.
Translates technical and other ideas into easily understandable text.
Rewrites and reviews proposal sections and related proposal documents.
Substantially contributes to proposal content in a technical writer role.
Performs desktop publishing, formatting, copy editing, and proofreading of all proposal content.
Coordinates information flow between multiple contributors.
Assists with the completion of high-quality, on-time proposal responses.
Develops, updates, and maintains proposal information and proposal-related repositories for information that includes resumes, past performance, contracts data, and technical and management plans.
Requirements Include:
U.S. Citizen
Current U.S. government security clearance or eligibility to obtain a clearance
Bachelor’s Degree, preferably in a related discipline
Experience with Shipley methods and certification from APMP is a plus
5+ years of experience leading/managing government proposals in excess of $25M
Qualified candidates at the junior level with 2-3 years of related experience and ready for career advancement will be considered
Experience leading proposal activities for Dept of Veterans Affairs (VA), Dept of State, Dept of Justice, Dept of Defense, and Dept of Energy
Experience supporting VA/Veterans Health Administration (VHA) or a federal government health-related program is a plus
Demonstrated experience to analyze complex information and develop clear and concise proposal language
Proficiency with desktop publishing software such as Adobe Creative Suite
Proficiency with graphics programs such as InDesign, Adobe Illustrator, Adobe Acrobat
Ability to clearly communicate and exchange information with co-workers, teammates, stakeholders, and other personnel, as required
Experience working with remote teams and supporting remote meeting environments
Proficiency working across the Microsoft Office Suite including:
Extensive spreadsheet management in Excel
Experience preparing and presenting information using PowerPoint
Experience utilizing Microsoft Outlook and Microsoft Teams as primary communications tools
Effective written and verbal communication skills to succeed in one-to-one and group settings interacting across the organization and with teaming partners
Experience writing and pricing federal government contract proposal elements as a functional area subcontractor
Experience organizing and overseeing data call requests and teaming partner submissions
Excellent grammar, editing, and proofreading skills
Ability to perform various business development analysis
Experience working with varied pricing models is a plus
Support future business travel, if requested
