Position Description:

Serco supports the Navy Personnel Command (NPC) by recruiting the best quality men and women from the diverse population of our country. Our team takes care of our Nation’s Sailors (Active, Reserve and Retired) by building and maintaining their Official Military Personnel Files (OMPF). These files are critical to a Sailor’s promotions, benefits, and awards.


This position will serve as the principle liaison between the NPC Records Management and Policy Branch (PERS-313) and external Navy organizations in granting and controlling access to the OMPF – Command View program. This position requires subject matter expertise in all facets of the OMPF, including submissions of documents for filing, knowledge and understanding of officer and enlisted forms and their key supporting documentations, protection of Privacy Act information, and the performance of record corrections. The member will be responsible for performing system access administration. This process includes the validation of supporting access justification documentation in addition to processing NAVPERS 1070/856, Request for Access to Electronic Military Personnel Records (EMPRS).


This position requires an in depth understanding of Navy command hierarchy and the ability to perform extensive research in order to validate relationships between requesting users and the Unit Identification Codes (UICs) they desire access to. It also requires excellent written and verbal communications skills. The incumbent will routinely communicate with senior Command and Staff level Navy leadership regarding all OMPF questions, issues, and concerns.


JOB DESCRIPTION AND RESPONSIBILITIES:

  • Consult with customer on analysis of business policies and processes
  • Recommend and validate improvements to process and/or procedure
  • Identify risks and mitigation strategies
  • Communicate with all team members involved in the change process
  • Document and archive as needed
  • Provide weekly monthly and on demand, status of projects to project and customer leadership
  • Maintain Standard Operating Procedures (SOP) for assigned functions and update for all function and/or policy
Qualifications:
This position requires substantive working knowledge of the following systems/applications:
  • Navy Personnel Database (NPDB) – understand command hierarchy
  • Total Force Manpower Management System – knowledge and understanding of the Navy command hierarchy
  • Navy Standard Integrated Personnel System (NSIPS)
  • eSubmission Application (eSub)
  • Official Military Personnel File (OMPF)
  • E-Client
  • Officer Distribution Control Report (ODCR) – understanding and working knowledge as it pertains to verification of Navy position within a command
  • Navy Officer Billet Classification Code (NOBC) – understanding and working knowledge as it pertains to verification of Navy position within a command
  • Billet Based Distribution – understanding and working knowledge as it pertains to verification of Navy Distribution Enlisted Classification (DNEC)


To be successful in this role you will have:

  • U.S. Citizenship
  • Ability to obtain and maintain a DoD Secret clearance
  • Experience in Data analysis, Statistical analysis and Personnel records management
  • Proficient with MS365 applications (Outlook, Word, Excel, Teams)

Additional desired experience and skills:

  • 6 years of experience in customer service duties
  • Experience in proper handling of Personally Identifiable Information (PII) in accordance with Department of Navy (DON) policies and procedures
  • Experience in Navy Manpower, Personnel, Training and Education (MPTE)
  • Experience with business analysis and/or Agile project management
  • Excellent communication skills
